chore(ci): tombi 改用 npx 安装

taiki-e/install-action@v2.81.9 不支持 tombi 1.6.1（报 "version
1.6.1 is not supported"）。改用 npx 安装 tombi@1.6.1，避免
install-action 的版本白名单限制，并与本地格式化版本一致。
