fix: 未配置 CurseForge API Key 时浏览页仍显示导航栏

此前在世界地图浏览（projectType=world）且未配置 CurseForge API Key
时，整个 BrowsePageLayout 被 v-if 隐藏，导致选择栏（整合包/模组/
资源包/…/服务器/收藏夹）与搜索栏全部空白。

现在始终渲染 BrowsePageLayout，仅在其结果区上方（#above-results）
于该场景下显示“地图不可用 / 请配置 CurseForge API Key”的提示，导航
与搜索栏保持可见。
