fix: 修复跨实例同步移植的首轮编译错误

Sync source to CNB / Sync Git ref (push) Has been cancelled
- re-export 可见性：synced_options_path 改从 files 导入；SyncedOptionJoinResolution 改从 pending 导入
- bind 移动语义：18 处 .bind(x) 改为 .bind(&x)（metadata.instance.id / option_id / custom_id 等）
- storage.rs：SqliteRow 字段访问改为 row.get()
- modpack.rs：去掉 Axolotl 独有的 DownloadMeta/DownloadReason，改用本地 5 参数 fetch
- state/mod.rs：补齐第 2 处 State 初始化的新增字段

- orchestration.rs：同步子系统编排核心（能力判定/全局与实例开关/重协调）
- command_history.rs + hotbars.rs：命令历史与创造模式快捷栏同步
- synced_packs_axolotl.rs：资源包/数据包共享投影（单文件实现）
- resource_pack_options.rs：resourcesPacks 列表读写与合并（synced_packs 依赖）
- 解决循环依赖：synced_options_path 归入 files.rs；SyncedOptionJoinResolution 归入 pending.rs
- instance_rows 补 set_instance_sync_preference；api/instance/mod.rs 补 synced_packs 内联模块与三块 pub use
- 6 处 sqlx::query! 宏改写为非宏
已知：未编译验证；local_settings_editor 尚未搬入。

从 Axolotl 移植跨实例同步子系统，当前进度：
- 第1轮：synced_options/files.rs + mod.rs 骨架，state 层补齐 SyncedOption/InstanceSyncedOptions/CanonicalValue/GameOptionKind 等
- 2a：game_options 的 api_types/options_file/catalog(10文件)
- 2b：game_options 除 resource_pack_options/local_settings_editor 外的全部（settings_editor/write_shared_settings/fullscreen/launch_overrides/instance_support/read_instance_changes/pack_updates/source_selection + locales/5文件）；State 补 synced_options_lock/game_locale_indexer/lock_synced_options
- synced_servers：6 文件全部搬入
- 35+20 处 sqlx::query! 宏改写为非宏 query+bind
已知未完成：synced_servers::operations 依赖 synced_options::instance_option_supported（属 orchestration，第5轮），当前编译不通。

fix: 接入备份维护钩子并补齐 SQLX 缓存

- ProcessManager 新增 has_instance_process（备份启动守卫依赖）
- 删除/启动/编辑/迁移目录时接入备份维护钩子（lock_instance_maintenance + begin_instance_deletion + delete_instance_backups），remove_instance 拆出 remove_instance_files_and_state
- run 启动前检查活跃备份操作并加维护锁
- 目录迁移时搬移默认备份仓库并入队清理
- 更新 settings SELECT 的 SQLX 离线缓存（补 ui_font/backup_repository_path/mono_font）
- create_recorded_symlink 非 Windows 未用参数加 cfg_attr 豁免
